This adds the release blog post for spec 3.0.

I see several mentions of "TODO" in this latest commit, so it seems like it's still unfinished?

@alequetzalli as also stated in the PR, this is just the first draft, the last and final details will be done closer to release once everything falls into place 🙂

Dont worry, this wont be present for the final release 😄

But we can remove the TODO if you really don't want it present 😄

Ah, since that was a while ago, I thought that you pinging me for a review here last week meant this was 💯 done. I didn’t realize it was still a work in progress and thought it was accidentally left.

In that case, def no worries on having that placeholder reminder.

@alequetzalli the idea is that we merge these release notes ASAP, and make smaller revisions later down the line because we don't have the information at the moment, but the sections you reviewed should not change much. Which is why I asked for the review 🙂

  2. Ok, it's best to remove the tooling TODO section since there is no current content to add. Let's add that tooling support for v3 heading/section once there is info to share with the community.
