Reject commits if they are editing a non-owned resource #106
Description
It sometimes happens that I try to send a commit to change a localhost resource to atomicdata.dev. There are some usecases for that (describing changes to resources that the other is subscribed to), but it's something for later. For now, do a check with base URL.
