Update Actix, get Tauri working

Because of various issues (#240 #241) , I had to rollback Actix-Web to 3.x #245 . This stops Tauri from working #217 #232.

When Actix-Web 4.x is stable, I'll try all of this again.

To do

• Apply actix-web updates to a recent branch
• Get it to compile
• Check the fix for rustls in production rustls https errors on atomicdata.dev #240

EDIT: Turns out #240 and #241 had nothing to do with actix. I was using rustls wrongly since upgrading to the 0.20 version:
