feat: enable auto-merge and allow actions to create prs version bump

Description

Automates version bump PRs after successful npm package publishing. The workflow now creates, approves, and merges PRs to update package.json versions automatically.

What Changed

• Added automated PR creation after npm publish succeeds
• GitHub Actions bot creates the PR
• Service account (via SVC_PAT secret) approves and enables auto-merge
• PR auto-merges when CI passes

Setup Required

Add Secret in Terminus:

• Name: SVC_PAT
• Value: GitHub Classic PAT with repo and workflow scopes

Enable in GitHub Settings:

• Allow auto-merge (Settings → Pull Requests)
• Allow GitHub Actions to create and approve PRs (Settings → Actions)

Add Service Account as Codeowner:
Create .github/CODEOWNERS with service account username
