Fix domain subnet connection

• Pick Expose build_system_rpc_future and TransactionPoolAdapator in sc-service paritytech/substrate#14238 to our substrate fork.
• Replicate build_network in the domain service and modify the inner build_network_future to disable the block sync. (pick liuchengxu/substrate@3f73394#diff-fdc91ceff50eb11bf372dc47250c4ca95059123cc1d381ec5c867e9fa447244cR416-R417)
• Remove the workaround of network extension on the primary network
