Issue: avniproject/avni-webapp#1140

Tech Task :

  1. Created RESTpoint (/Config) that gives information related to external reporting system.

Dev Test Scenario :

  1. Check with adding reporting tool name in application properties file in avni.reportingSystems[index].= format.
  2. without adding avni.reportingSystems.
