Port over PluginService API changes from JDBC

Description

Ports over the following PluginService API changes from this JDBC PR:

• exposes the get_original_url property
• adds the is_plugin_in_use method
• adds a plugin_to_skip arg for the connect/force_connect pipeline
• adds get_status/set_status methods which can be used to access/store generic objects required by multiple PluginService clients
• removes force_connect implementations from plugins that should not participate
