fix: breaking change to deployment config props

Change all `deploymentConfig` static method implementations on
`EcsDeploymentConfig`, `LambdaDeploymentConfig`, and
`ServerDeploymentConfig` to return their corresponding specific
interfaces instead of `IBaseDeploymentConfig`. This reverts breaking
changes to Java users introduced in #22159
