[ecs] Healthcheck command always prepends CMD

Describe the bug
Adding a healthcheck command to an ECS container definition results in an invalid command after synthesizing.

Input: ['CMD', 'command']
Output:

          - CMD
          - echo

Input: ['CMD-SHELL', 'command']
Output:
