ci: pr-labeler stop working

Describe the bug

New PR no longer inherits labels from their referenced issue:

• chore(batch): init base EC2 class for ECS and EKS #35868 doesn't have effort + aws-batch, p2 is assigned by default
• fix(stepfunctions): DistributedMap ResultWriter correct query language selection #35834 doesn't have effort + aws-stepfunctions + p1

I believe it's because the two PRs used "Relates" keyword but the action only recognizes these keywords:
• close/closes/closed
• fix/fixes/fixed
• resolve/resolves/resolved

would you like to change the keyword to any of them and see if it works?

Thanks Pahud, it works but i intended to use Relates because issue #35403 is trying to solve a bigger problem while my PR is just fixing symptomp. But I'm ok lets keep it as is.
