SingletonFunction in Java doesn't auto-cast the Runtime enum

Saw this while working on a CustomResource:

import software.amazon.awscdk.services.lambda.SingletonFunctionProps;

public class ApiGatewayXrayEnablerResource extends Construct {
    public ApiGatewayXrayEnablerResource(Construct parent, String id) {
        super(parent, id);

        new CustomResource(this, "CustomResource", CustomResourceProps.builder()
                .withLambdaProvider(new SingletonFunction(this, "Singleton", SingletonFunctionProps.builder()
                        .withCode(Code.inline(""))
                        .withRuntime(Runtime.PYTHON36)
                        .withTimeout(300)

Results in:

The fix is ...

.withRuntime((Runtime) Runtime.PYTHON36)

Obviously that cast shouldn't really be needed as it leads to stutter.

This is likely caused by the distinction we have in TypeScript between inline-able and other runtimes.
