fix(codedeploy): referenced Applications are not environment-aware #23405

Applications (and associated DeploymentGroups) that were referenced using `XxxApplication.fromXxxApplicationName` always assumed they lived in the "current" stack. Add `XxxApplication.fromXxxApplicationArn` for all types, which will take account and region from the ARN, allowing cross-environment references.
