Removes the contents of the @aws-cdk/cloud-assembly-schema package and creates a new build tool to copy the contents of `aws-cdk-lib/cloud-assembly-schema`. This is needed for certain packages that are published in both places to decouple the CLI from contents of the framework that it needs.
