fix(rds): monitoring role is not created by default when using readers and writers #26006

ahh sorry I missed what was going on here. You had it right initially. If we move it to AuroraClusterInstance
then we will create a role per instance which is not what we want 🤦♂️

The
_createInstances
function was not providing a defaultmonitoringRole
value with enabled monitoring.This fix creates a default role as done by the legacy code.
Closes #25941.
