Description of changes:
Adjusts CI to not use GitHub secrets as heavily and adjusts how documentation is generated so documentation is only pushed to the
docsbranch on a release. The documentation change makes it where the API documentation on GitHub pages will reflect the latest release, not the current state ofmain.By submitting this pull request, I confirm that my contribution is made under the terms of the Apache 2.0 license.
