Setup update

• Remove direct invocations of setup.py
• Update minimum python verson to 3.8
• Update builder version
• Update credentials provider action version in CI defs

Can we delete the setup.py file from the root directory or does it need to stick around for some reason?

If we do remove it, we should update the FAQ.md to not reference it anymore. In this case we need to direct people to find the version number elsewhere.
