[DRAFT] Test that optimization flags are preserved

Context

• In some environments, setting _FORTIFY_SOURCE requires that optimizations also be enabled to avoid warnings. However, cmake-rs strips optimizations out of CFLAGS causing compilation failure in such environments.

Description of changes:

• Add a test that reproduces the scenario from -sys: issues with CFLAGS from environment being passed through to CMake #710. The test verifies that optimization flags are preserved when specified in CFLAGS.

Callout

This test will fail until this is rebased on top of the two dependencies listed above.
