Follow-up to #1809. We forgot to move the EVP Ed25519 function table to the FIPs module. I didn't move the X25519 function table because that is not an approved function with respect to FIPS.

Description of changes:
Moves curve25519 backend, x25519, and ed25519 implementations to fips module. spake25519 is not moved to save on space in
bcm.o.This is mostly an exercise in moving files around and fixing up paths. Some notes on that:
/spake25519is a new folder that now stores thespake25519implementation.internal.his a new file in that folder that define required objects moved out of the previous header file shared with the other algorithm implementations./fipsmodule/curve25519is the new home for the remaining 25519 algorithms.Note that the fiat code is actually stored in
/third_party/fiatwhich is used for the C-native implementation of the algorithms. But this is still included in the fips module because the code is included in the 25519-source code files at pre-processing time. So, it's in scope of the integrity check.Call-outs:
#1804 fixed some variable name collisions. I missed one variable that didn't cause issues, but to stay with the
k25519pattern I also renamed it.#1807 fixed the delocater re-writing.
Testing
I verified in
