Question about PooledThreadExecutor

Hello,
I see the document says that the PooledThreadExecutor uses QUEUE_TASKS_EVENLY_ACROSS_THREADS will execute all tasks in queue. When i read the source code (below), I found the m_count will be limited by the m_maxCount which equal to the number of threads. So I think the task_thread can not execute the number of tasks that more than m_maxCount. Do I miss some source code or have problems of understanding?
