listbuckets() has stopped working.

os: ubuntu 22
aws-sdk-cpp: version 1.11.63 via "git pull" from https://www.github.com/aws/aws-sdk-cpp.

The problem is this. I have some code that was trying to list my available buckets.
With version 1.11.35, the test program below works.
With version 1.11.63, the test program fails with this error message:

Error: (103) CoreErrors::ENDPOINT_RESOLUTION_FAILURE CRT Endpoint rule engine is not initialized

The build command and test program are at the end of this message.
Anyone have an idea what this means?
More importantly, anyone have a fix?

Never mind. I happened to rebuild the whole aws library and not it seems to be working.
No idea what changed.
