Is your feature request related to a problem? Please describe.

The TSConfig useUnknownInCatchVariables was disabled while bumping to TypeScript 4.6.2 in #3448

Describe the solution you'd like

Enable useUnknownInCatchVariables (default), and fix issues caught by it.
