previously: #6587

converts more things to vitest.

  • yarn test:unit
  • yarn test:integration
  • yarn test:e2e

things remaining on jest:

  • credential-provider-node integ (mocking too complex)
  • credential-providers integ (mocking too complex)
  • signature-v4-crt unit (V8 crash)
  • aws-restjson-server unit (due to codegen)
  • aws-restjson-validation-server unit (due to codegen)
  • smithy-typescript, all packages
