chore(rosetta): rewrite README (#3217)

The Rosetta README was outdated and didn't really present information
in the best way. Update it.

Note: this rewritten README describes some changes that have yet to be
made.  It is an example of README-driven development, but I don't want
to mix the code changes with the README changes.
