This change updates the docs to contain more information about all the different tests and other checks run as part of s2n-quic continuous integration

I've updated the CI artifact links to point to a "latest" folder (which is actually using Cloudfront origin path to point to a specific CI artifact folder). This isn't updated automatically though, so I've opened #2302 to track automation of that
