Feat: Add tag related permissions to S3FullAccess policy

Updated the policy template as described in the issue, and related tests.

Description of how you validated changes:

Ensured that the tests worked, and tested by running bin/sam-translate.py on a test template yaml and manually checking the transformed template to ensure that the additional actions were present.
