This commit updates the API Version from client.authentication.k8s.io/v1alpha1 to client.authentication.k8s.io/v1beta1 to address the issue #1020 . The corresponding binaries of aws-iam-authenticator have already been uploaded.
Description of changes:
Simple change to update the api version as the older version was deprecated beginning kubernetes version 1.24

Testing Done
I created 1.22 AMI locally with the latest uploaded binaries and was able test nodegroup creation.
