ci: refactor web_compatible workflow

What this PR does / why we need it?

This PR tries to make CIs simpler.

• follows ci: refactor the /run-ci workflow #1385, Deprecate AXON_BOT_APP #1390 in .github/workflows/web3_compatible.yml
• Changes in workflows/web3_compatible.yml
  • refactor job.dispatch-web3-compatible and job.web3-compatible into one job, since their code were almost the same => less code
• ci: only run Regression test in axonweb3 organization
• fix(ci): Code Format workflow doesn't require inputs.dispatch

What is the impact of this PR?

• No Breaking Change
