* Add `rel="noopener"` to various anchor tags across multiple files to prevent access to `window.opener`. * Add `Secure` and `HttpOnly` attributes to cookies * Introduced `RegexTimeout` constant in `TimeOnlyModelBinder.cs` and `TimeSpanModelBinder.cs`, and updated `Regex.Replace` calls
