Adding mpv url protocol support to Windows.
- Have mpv installed.
mpv.execan be found in the%PATH%.
To install the protocol, download the file mpv-url-proto-install.bat and run it as administrator,
to uninstall it, mpv-url-proto-uninstall.bat.
