where to find the initialization parameters?

For the native contracts, there comes with a genesis state and bytecode in this repo. But it's hard to verify them because others don't know where to find the initialization parameters.

Take this pr as an example https://github.com/bane-labs/go-ethereum/pull/245/files.

GovProxyAdmin's storage changes, I can not understand easily from the storage layout what has happened. Only by reading documents, I can know that minDelay is set to 0x02a300 (2 days). I'm still not sure what's other parameters are.

AFAIK, currently the following flow is used to retrieve these initialisation parameters: set some values inside the contract, deploy contract to remix, take the slot address from the deployed contract and put it into genesis file with some appropriate value.

But I agree that we need to improve this approach to make it more user-friendly. From one hand, we have #149, but it's not enough. Probably we may add a documentation about all genesis storage allocations.
