Description
Blocs should be able to exceed their allocation if they are only tracking in-house labor. The idea is that they can perform labor that will be tracked, but it will not be paid until the labor costs are ordered by other blocs or consumers.
Not sure on the order of operations here (FIFO, FILO) but it's worth throwing this out as an idea, as it allows people to work on things that will eventually repay them even if they cannot take on other costs from society.
