What happened?

#768 mitigated a problem today where https://ubuntu.com/security/notices/USN-6658-1 took down a url we were fetching. However the problem could still happen again. We should use an immutable registry like debian snapshots.

Now we get tar from aspect-build/bsdtar-prebuilt
