Neither clean nor info really make sense to have semantics changed from starlark flags, but if you have a starlark flag in your .bazelrc in the `build` section you see this warning.

Neither clean nor info really make sense to have semantics changed from starlark flags, but if you have a starlark flag in your .bazelrc in the `build` section you see this warning. Closes #16616.
