4. Client can't see staff login, only display "Registry Staff"

This ticket is assigned to me because I've had to do some of this "plumbing" in order to get the user to the Correction Filing page (ticket #2607).

However, someone else could pick up this ticket and just merge in my code.

Testing Notes

In addition to functionality described in epic/user story, mockups, and the screenshots above, please verify:

1. it is not possible to file a correction atm
2. only staff can add detail comments atm
3. Staff Filing works correctly for all 3 filing types (component was enhanced but there should be no impact atm)
4. Filing History List works correctly with and without comments (all users can see)
5. Filing History List works correctly for all filing types (including electronic and paper only)
6. Filing History List displays comment author as user name for staff
7. Filing History List displays comment author as Ministry Staff for regular users
8. dashboard reloads after saving a comment
