Define initial data model and schema's

Description:

Define initial schemas for RST data in a new database (the new one in AWS).

This will be the first tables we create in the database (recreation resource table). Data will be determined in #83 under MVD.

Need to confirm: RECREATION_PROJECT table is changed to RECREATION_RESOURCE

Development Checklist/Acceptance Criteria:

• Define initial schemas for basic public RST data
• Add documentation for local installation and development
• Add documentation to github repo for schema's and model
