Create initial API endpoints for View Rec Site or Trail (public)

Description:

As a developer or external system administrator, I want to access RST data so that I can integrate it or utilize it in another digital tool or system.

This ticket is to use the MVD identified in #83 and create an API endpoint that can then be used in any public or internal facing RST UI's or for other systems to access.

For example, can we set up a basic info needed for a rec site api?

Acceptance Criteria:

• API is created that shows data identified in Create a minimum viable dataset for public RST data #83
• Documentation for initial endpoint is created
  • Pushed into Github

Development Notes:

• API will need the ability to change over time (add or remove data if we get feedback or as we learn more)
• This endpoints are for access to read data not writing (for now)
