There are some rule differences about creating worlds (the core book has some rules and the Shackleton expanse book has some different rules.) That lead to two different ways of handling world creation. But you're right; it should still be possible to have features.
Looking at my copy now. i think you'll find SE rules for creating things is because the SE is supposed to be a bleeping hellhole. systems and such in it are supposed to not have very much, and finding even ONE class M for example is supposed to be rare as a flying pig with magical wish granting powers that speaks klingon.
When making sectors, star systems don't seem to produce any planets with "features" ie lifeforms, technology, etc.
