Scrolling skip

Simple cosmetic bug. Scrolling past a certain point causes a skip in scroll distance. Especially noticed when scrolling slowly. I believe it's caused by the adding/removing of `fixed=top` to the Menu.

I know that's the design you were going for. No ideas for a work around. Probably a bug with Semantic to be honest
