Switch to WHO Situation reports breaks counts #2

Situation

The DRC Ministry of Health appears to have ceased updates of cases/deaths in the country, and the data set has now switched to using WHO Situation Reports as a basis.

Likely due to formatting (though perhaps due to conflicting reports as well), raw and cumulative case and death counts are no longer accurately reflected starting in Aug 2019.

Since this marks one year since the beginning of the data, rolling over the data could be an option, but that creates an issue with modelling.

More investigation required.

It looks like the data has been updated and it is resolved for now
