This MR (should) clean up how the type stubs (extras) are defined in
pyproject.toml.I have not been able to determine exactly what the purpose of the
boto3-stubspackage is, since all of the actual type stubs are imported in themypy-boto3-*packages, which are what have been added topyproject.tomlhere.
