Original issue microsoft/vscode#84729:

  1. Open the following HTML document:

    <!DOCTYPE html>
<html>
<body>
    <a href=http://www.example.com></a>
</body>
</html>

  2. Reformat the document. It now looks like this:

    <!DOCTYPE html>
<html>

<body>
  <a href=http://www.example.com> </a> </body> </html>
