This is the basic builder for the B4P Root Certificate.

It is envisaged that each vote will be signed by an intermediate cert, or a short-lived leaf.

Current Status:

• 2022-10-31 - xrobau slightly later added genintermediate (run make intermediate first)
• 2022-10-31 - xrobau copied-and-pasted a bunch of stuff. It generates a root certificate.
