Once Release 20240107 is promoted from Pre-Release to Release, this can be merged.

indygreg is also soliciting feedback in indygreg/python-build-standalone#194 that this Standalone Python release fixes our gcc compatibility issues.

From there, beeware/briefcase#1545 will be ready to be merged.

With beeware/.github#79 merged, Flatpak and AppImage CI is now actually using the correct Python versions 🙃

Once this and beeware/briefcase-linux-appimage-template#46 are merged, I can finally return to beeware/briefcase#1545 and we can get the Flatpak runtimes outta EOL.
