WIP: Integration of SSZB into beacon-kit

Builds on #1974, this PR:

1. bootstraps an SSZDB on InitChain
2. keeps SSZDB in sync with beacon state stored in IAVL
3. verifies the root hashes are equivalent for each state on each block

A minimal integration approach is shown through the use of a commit hook. A seamless integration would mean forking store/v1 or using store/v2.
