I think it's high time for this, seeing as 22.04 is LTS and 20.04 is old hat by now.

Setting for milestone v0.13 for now, may change my mind and hasten it along if we run into enough issues.

This will not be done until all prerequisites of SODAR, Varfish and Kiosc work without trickery on 22.04. At the time of writing, at least iRODS iCommands are not available for v22.
