Upgrade solr to 7.3 #29

Due to this vulnerability with more details here perhaps it would be good to upgrade to solr 7.3 for external facing solr services.

A migration to solr 7.3 is in the develop branch and so far it looks good... Unless testing will reveal any issues this issue will be closed when this gets merged into the master branch.
