5aa8c7f feat: add dependabot (Einherjar) Pull request description: Fixes bitcoindevkit#1118. Adds `dependabot.yml` to `.github/` to check for `"github-action"` updates on a `"weekly"` basis. This does not touch Rust code or Cargo workflows.
