📔 Objective
Related to bitwarden/server/pull/5463. Allow running the Web Vault container image as a non-root user. Currently, our images will fail and exit in environments where running containers as the root user is not allowed. These changes will allow for users to specify a non-root user (at runtime) without immediately failing.
