/clear does not clear context

Describe the bug

With Goose CLI, using /clear to clear context doesn't appear to reset the context meter.

To Reproduce
Steps to reproduce the behavior:

1. launch goose cli
2. do any activity that uses tokens
3. enter /clear
4. see the Chat context cleared. response but context meter still remains no matter how many times /clear is run

Expected behavior
The context meter should be reset to 0%

that 4% is the system prompt and extensions enabled, not the user's previous prompt. it'll never be 0

When I start up Goose, it always starts at 0% and even after I send a "hello" message it still is well under the 4%. So I don't think that's what is happening here..
