"Goose would like to call the above tool. Allow?" prompt appears again after navigating back to the chat.

Describe the bug

After responding to the prompt to allow Goose to use a tool, it resets back to the question after navigation away and back to the Chat.

To Reproduce
Steps to reproduce the behavior:

1. Get Goose to do something that will trigger the "Goose would like to call the above tool. Allow?" prompt.
2. Click on "Always Allow"
3. Observe the "*** is always allowed" UI change.
4. Navigate to History (or anywhere other than the Chat)
5. Navigate back to the Chat
   Expected behavior
   The response to the prompt is still there "*** is always allowed"

Actual behavior
The prompt has reset to "Goose would like to call the above tool. Allow?" again, even though the chat has progressed.
